Senior Project Manager – Heavy Civil Construction
Overview:
We are seeking a highly experienced Senior Project Manager to lead complex civil infrastructure projects, including highway expansions, urban transit systems, and multimodal transportation corridors. This role is responsible for overseeing the full project lifecycle—from preconstruction planning through final delivery—while ensuring operational excellence, cost efficiency, and compliance with regulatory and client standards.
Key Responsibilities:

Direct overall construction operations for large-scale roadway and transit infrastructure projects, ensuring alignment with design documents, project milestones, and contractual obligations.

Oversee the preparation of detailed cost estimates, resource plans, and bid strategies, incorporating current market conditions and production trends.

Interpret technical specifications, coordinate submittals, and manage approval workflows with public agencies and engineering consultants.

Lead the development and administration of project budgets, forecasts, and change management processes; ensure proper documentation and authorization of all modifications.

Monitor field productivity, conduct variance analysis, and drive performance improvements through data-backed decision-making.

Manage negotiations for scope changes, subcontract agreements, and vendor pricing to ensure favorable terms and timely delivery.

Review feasibility analyses and preliminary financial evaluations for prospective transportation projects.

Implement and maintain project-specific cost tracking systems, earned value metrics, and schedule reporting in accordance with DOT and transit authority standards.

Supervise quality control procedures, safety compliance, and environmental mitigation measures across multiple job sites.

Serve as the primary liaison with public clients, stakeholders, and regulatory bodies, representing the company in all contract, progress, and dispute resolution meetings.

Coordinate procurement strategies and lead value engineering reviews to optimize project outcomes.

Lead teams of engineers, superintendents, and subcontractors, ensuring effective coordination across disciplines and trades.

Oversee preparation of quantity takeoffs, scope validation, and constructability reviews during both preconstruction and active phases.
Preferred Qualifications:

Minimum 7–10 years of experience in heavy civil construction, with a focus on DOT roadway, earthwork, or rail/transit infrastructure
-
Bachelor’s degree in civil engineering, construction management, or related technical field

Proven leadership in managing large-scale transportation projects from award through closeout

Advanced knowledge of construction documentation, change order processes, and public agency coordination

Proficiency with industry-standard software (e.g., Primavera P6, Bluebeam, HCSS, MS Project, and Excel)
